Man arrested for human trafficking, kidnapping in Apple Valley

Apple Valley, Calif.- Tuesday, May 19, 2026, San Bernardino County Sheriff's Department deputies from the Apple Valley Station responded to reports near Yuma Road and Sago Road regarding a woman who appeared to be in distress.
When deputies arrived, they contacted the suspect, Isaiah Banks Rupert, 18 and the victim, a 17-year-old female from Bakersfield. Investigators determined the victim had sustained multiple injuries and had been sexually assaulted. The victim was transported to a local hospital for treatment.
Rupert was arrested and booked at High Desert Detention Center on charges including kidnapping, false imprisonment, human trafficking, domestic assault, and attempted murder. He is being held on $1,000,000 bail.

"Investigators believe there may be additional victims and are releasing Rupert’s photograph," the sheriff's department statement said.
